Adds new subdivision 11 to Minnesota Statutes section 491A.01 granting conciliation courts jurisdiction over civil actions by counties to recover debts for fees, services, overpayments, or similar obligations from nonresident defendants.

Requires that prior notice of the overdue debt be sent by first class mail to the nonresident defendant at their last known address and state that the county may commence a conciliation court action in the county where the debt was incurred.

Excludes overpayments governed by chapter 256 procedures from the scope of this new jurisdiction.

Maintains existing conciliation court monetary jurisdiction limits of $15,000 for general claims and $4,000 for consumer credit transactions.

Allows summons service on nonresident defendants by first class mail for claims under $2,500 and requires certified mail for claims exceeding $2,500, with personal service as an alternative option.
