Appropriates $10,000,000 from bond proceeds to the commissioner of administration to design, construct, furnish, and equip a veterans home in Fillmore County providing skilled nursing care and continuum of care services.

Authorizes the commissioner of veterans affairs to establish a veterans home in Fillmore County with up to 140 beds for eligible veterans and their spouses, with the state covering operating costs beyond revenue and federal funding.

Permits the commissioner of administration to accept contributions of land or money from private individuals, businesses, local governments, veterans service organizations, and other nonstate sources for matching federal funding.

Directs the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to fund the appropriation, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
