HF 1780 Summary

• Commissioner must develop a performance, stewardship, and sustainability plan for the trunk highway system by December 15, 2016, addressing all transportation modes and infrastructure assets including bridges, pavement, pedestrian, bicycle, and transit facilities.

• Plan must include annual performance targets for each department district complying with state transportation goals and federal regulations; identification of performance gaps; life cycle and health impact assessments; ten-year investment plans; and sustainability recommendations for adding or removing trunk highway segments.

• If annual performance targets are not achieved, the department must reallocate 20 percent of engineering and planning management positions to nonmanagement roles within six months to support program effectiveness.

• An Office of Innovative Projects and Asset Management is created, directly accountable to the commissioner, to pursue innovations in performance-based decision-making, asset management, safety, sustainability, and employee and stakeholder engagement.

• A review and assessment of the department's organizational structure must be completed by a partnership including University of Minnesota and University of Wisconsin entities, with preliminary report due December 15, 2015 and final report due June 30, 2016; all provisions effective July 1, 2015.
