Removes requirement that water supply plans submitted after December 31, 2008 must be consistent with the metropolitan area master water supply plan.

Establishes a Metropolitan Area Water Supply Policy Advisory Committee with 9 members including state commissioners, county and local government officials, and water utility representatives.

Creates a new Technical Advisory Committee with 11 members possessing expertise in water system operations, hydrology, engineering, and demographic forecasting to support the policy committee.

Requires the policy advisory committee to submit reports to the legislature by February 15, 2017 and at least every five years thereafter regarding water supply planning activities and recommendations.

Suspends implementation of the North and East Metro Groundwater Management Area Plan until the required legislative report is submitted, preventing permit changes and mandatory regional surface water connections.

Appropriates unspecified funds from the general fund to the Metropolitan Council for biennium beginning July 1, 2015.
