Commissioner of education must develop and submit recommendations to K-12 education policy and finance committees by February 15, 2016, addressing circumstances where charter school authorizers are terminated or withdraw.

Recommendations must address how to operate charter schools with terminated or withdrawing authorizers, including what entities may serve as interim authorizers, approval standards and processes, interim authorizer responsibilities, and remaining obligations of the terminated or withdrawing authorizer.

Recommendations must cover how poorly performing charter schools might be operated differently in these circumstances, including intervention strategies by interim and successor authorizers.

Recommendations must address what constitutes and what happens with a poorly performing interim authorizer, whether charter schools must close if no qualified authorizer is available when the interim period expires, and the Department of Education's role.

Commissioner must consult with Minnesota Association of Charter Schools, Minnesota Association of Charter School Authorizers, Charter School Partners, Minnesota Business Partnership, Minnesota Chamber of Commerce, and other interested education stakeholders when developing recommendations.
