• Amends Minnesota Statutes section 120B.30, subdivision 1 to clarify statewide testing requirements for different student populations in Minnesota public schools.

• Nonpublic school students transferring into public schools are subject only to testing requirements for the specific grades in which they are enrolled in the public school.

• Out-of-state students transferring into Minnesota school districts or charter schools must take statewide assessments only to the extent they did not take comparable assessments in their previous state, as determined by the district or school.

• Maintains existing requirements for computer-adaptive reading and mathematics assessments in grades 3-7, grade 8 reading and mathematics assessments, and high school subject tests aligned with state academic standards.

• Effective upon final enactment of the bill.
