Appropriates $460,000 in fiscal year 2016 and $460,000 in fiscal year 2017 for community service grants to public educational radio stations through the commissioner of administration.

Appropriates $137,500 in fiscal year 2016 and $137,500 in fiscal year 2017 for equipment grants to public educational radio stations for purchase, repair, and rental of equipment including items under $500.

Appropriates $440,000 in fiscal year 2016 and $440,000 in fiscal year 2017 for emergency equipment grants to public educational radio stations.

Prohibits institutions and governing bodies from claiming indirect costs for any of the three grant categories.

Requires all grants to be allocated after considering recommendations from the Association of Minnesota Public Educational Radio Stations according to Minnesota Statutes, section 129D.14.
