Establishes the "Student Online Data Protection and Privacy Act" effective for the 2015-2016 school year, requiring operators of K-12 education websites and applications to comply with data protection and privacy standards.

Prohibits operators from targeting advertising based on student data, using student information to create profiles for non-educational purposes, or selling student information except during mergers or bankruptcies.

Requires operators to implement reasonable security procedures to protect student data and allow schools/districts to request deletion of student information under their control.

Prohibits marketing or advertising of restricted products (alcohol, tobacco, firearms, drugs, gambling, etc.) to minors on platforms directed to minors or known to be used by minors.

Requires operators to allow registered minor users to remove or request removal of content they posted and must notify minors of their ability to remove posted information, with exceptions for law enforcement access and third-party posts.
