Modifies the pesticide regulatory account to allow funds to be appropriated for administration and enforcement of section 18H.14, paragraph (e), in addition to existing pesticide chapter enforcement.

Prohibits retail sellers and end-use providers from labeling or advertising annual plants, bedding plants, or nursery stock as beneficial to pollinators if they have been treated with systemic insecticide with a detectable level in their flowers that exceeds the EPA's no observed adverse effect level for acute oral toxicity in adult honeybees.

Requires systemic insecticide-treated plants to have either a pollinator protection box on the label or a pollinator, bee, or honey bee precautionary statement in the environmental hazards section to trigger the prohibition on beneficial pollinator claims.

Defines "systemic insecticide" as an insecticide that is absorbed by and translocated through a plant's vascular system.

Assigns enforcement of the pollinator labeling restrictions to the commissioner under chapter 18J procedures.
