Allows candidates teaching under temporary licenses for two consecutive years without attaining required test scores to receive an initial license if their transcript shows coursework in mathematics and writing and their school administrator confirms ability to perform basic job responsibilities.

Exempts nonnative English speakers from skills exam requirements when applying to teach in their native language or world language instruction, as verified by qualified Minnesota school district personnel or higher education faculty.

Requires ACT Plus Writing or SAT composite score reports to be no more than ten years old at time of licensure.

Mandates colleges and universities offering teacher preparation programs provide remedial assistance with formal diagnostic components to candidates who did not achieve qualifying scores on skills exams or required composite scores.
