Establishes a young farmer summer seminar and practicum program for undergraduate students at Minnesota baccalaureate-granting postsecondary institutions in consultation with the commissioner of agriculture.

Requires participating students to complete at least two days per week of coursework in animal science, soil science, ecology, environmental science, horticulture, plant biology, and political science, plus an unpaid internship at a participating farm.

Directs the commissioner to solicit proposals and select a lead institution to administer the program, which must provide academic credit upon successful completion.

Exempts individuals who render service gratuitously for a farm as part of the young farmer summer seminar and practicum program from employee status under Minnesota labor law.

Appropriates funds from the general fund to the Office of Higher Education for fiscal years 2016 and 2017 to support the program (specific amounts to be determined).
