Appropriates funds from the general fund to the commissioner of education for fiscal years 2016 and 2017 to establish a program serving Hmong, Burmese/Karen, Bhutanese, and other Southeast Asian immigrant and refugee communities in St. Paul, Minneapolis, and other areas with concentrated populations.

Funds outreach workers to help increase children and families' access to financial and program resources for early childhood care and education, early childhood health and developmental screening, and early reading assessments for English learners.

Provides translation and interpretation services needed to obtain and complete application materials for early childhood care and education, health and developmental screening, and early reading assessments.

Establishes and sustains a parent leadership committee to equip parents and families with knowledge, skills, and resources to be active partners in their homes and communities.

Requires the commissioner of education to report to legislative committees with education jurisdiction by February 1, 2017, on improved outcomes resulting from the program; any unexpended fiscal year 2016 funds carry forward to the next fiscal year.
