Charter schools where at least 70 percent of enrolled pupils are eligible for the graduation incentives program are subject to statewide accountability measures under chapter 120B and alternative measures based on student academic, career and college readiness, and student engagement performance.

Performance evaluations must allocate 30 percent to longitudinal data showing student achievement and growth on nationally or state-normed assessments for students continuously enrolled for at least 120 school days.

Forty percent of evaluations shall be based on demonstrated growth in any four postsecondary and workforce readiness measures, including three-year average graduation rates, dropout rates, national assessment participation and scores (ACT, PSAT, SAT, ACCUPLACER, ASVAB), dual enrollment credits, and employment outcomes.

Thirty percent of evaluations shall be based on any three student engagement measures applied to continuously enrolled students, including three-year average daily attendance rates, truancy data, student dropout retention, and character and social competency assessments.

Charter school contracts must be based on the alternative performance measures established in the statute rather than standard accountability measures, effective for the 2016-2017 school year and later.
