Increases the minimum fine for failing to stop for a school bus from $300 to $500 for a misdemeanor violation.

Establishes a gross misdemeanor charge when a driver fails to stop for a school bus and passes or attempts to pass on the right-hand, passenger-door side of the bus.

Establishes a gross misdemeanor charge when a driver fails to stop for a school bus and passes or attempts to pass while a school child is outside the bus on the street, highway, or adjacent sidewalk.

Takes effect August 1, 2016, and applies to violations committed on or after that date.
