Creates a digital "student achievement backpack" - an electronic learner profile for kindergarten through grade 12 students that follows them across grades and schools, accessible to parents/guardians and authorized school staff with parental permission.

Establishes the Minnesota Student Record Center, a cloud-based repository comanaged by the Department of Education using existing longitudinal student data, to provide uniform transparent reporting on individual student progress and support personalized education.

Requires phased data accessibility implementation: by June 30, 2016, backpacks must include student demographics, course grades and history, and state assessment results; by June 30, 2017, adds attendance records, teacher qualifications, computer adaptive assessment results, academic standards mastery data, and career/college readiness assessments.

Mandates the Commissioner of Education implement security measures to ensure student data is secure and confidential, with authorized users only accessing data relevant to their school or local education agency.

Requires by June 30, 2018, that student achievement backpack data be integrated into each local education agency's student information system in an easily accessible format designed to be understandable to parents without a high school degree.
