HF1995 Summary

• Dissolves Special School District No. 1, Minneapolis and reconstitutes the territory into six independent school districts with a dissolution effective date of July 1, 2018.

• Requires the Minneapolis School Board to develop a redistricting plan by July 1, 2016 (or the Governor by January 1, 2017 if the board fails to act) detailing transition of services, property transfer, and district boundaries.

• Hennepin County Auditor issues a dissolution order containing district information, bonded debt details, and requirements for newly formed districts to assume preexisting indebtedness.

• New district boards elected at 2017 general election assume office January 1, 2018; allows statutory waivers for the six new districts effective 2018-2019 school year with specific exceptions for student health, safety, testing, and federal law.

• Permits unified levies and referendums across the former district territory by board resolution of four of six new districts; prohibits mergers of new districts until 2030-2031 school year.
