HF2 Summary

• Board of Teaching must establish interstate agreements by January 1, 2016, allowing fully certified teachers from adjoining states to receive a full five-year continuing license without additional exams, if the adjoining state's licensure requirements are equally rigorous.

• School administrators must not place students in consecutive school years in classrooms of teachers with the lowest evaluation ratings unless no other qualified teacher teaches that grade (K-4) or subject area (5-12), effective 2017-2018 school year.

• Teachers placed on unrequested leave of absence beginning 2017-2018 must be selected based on subject matter licensure, evaluation outcomes and effectiveness ratings, and locally determined criteria like seniority, rather than seniority alone.

• Nonnative English speakers may be exempt from college-level skills examinations if applying to teach in their native language or world language instruction, after meeting content and pedagogy requirements.

• Board of Teaching may issue up to two temporary one-year teaching licenses to otherwise qualified candidates who have not yet passed college-level skills exams or attained requisite composite ACT Plus Writing or SAT scores.
