Establishes a grant program to build capacity in multicultural and multilingual nonprofit organizations to deliver innovative global workforce education and training programs.

Program recipients must develop curriculum for lifetime skills and global workforce education, leverage funds for certifications, provide curriculum to high school and adult education students, or train staff in these areas.

Grant recipients must be multicultural and multilingual nonprofits with members having ties to countries with U.S.-Minnesota international trade relations, with one-third of recipients required to employ individuals or family members of U.S. military service members or veterans.

Limits grants to $150,000 per applicant organization per year, paid on a calendar-year basis, with curriculum available to age-appropriate students on a first-come, first-serve basis.

Appropriates unspecified amounts from the general fund to the commissioner of education for fiscal years 2016 and 2017, with any unexpended first-year balance rolling forward to the second year.
