HF 2036 Summary

• Establishes early voting in Minnesota allowing eligible voters to cast ballots in person 15 days before election day through 5:00 p.m. on the third day before election day for federal, state, and county elections.

• Early voting polling places must operate 8:00 a.m. to 4:30 p.m. on weekdays, 8:00 a.m. to 8:00 p.m. on at least one weekday, and 10:00 a.m. to 5:00 p.m. on the two Saturdays before the election.

• Requires statewide voter registration system to track early voters and prevent double voting; voters who cast early ballots cannot vote again in that election.

• Mandates county auditors designate early voting locations at the auditor's office, municipal clerk's offices, and other locations at least 90 days before elections.

• Early voting becomes effective once the secretary of state certifies the statewide voter registration system can properly track early voting information and precinct count voting equipment supporting at least 30 ballot styles has been certified for use.
