Changes Minnesota Statutes section 126C.05, subdivision 15, to modify how pupils in alternative educational programs are counted for average daily membership calculations and general education revenue purposes.

Adds online or independent study credits taken in addition to a full-time district program as a qualifying enrollment type for counting as more than one pupil unit.

Specifies that for online or independent study credits, "hours" counted toward multiple pupil units include only hours in credited courses, and independent study credits must comply with commissioner requirements for course description, learning outcomes, and student performance measurement.

Maintains existing hour thresholds for different grade levels (1,020 hours for secondary students, 935 for elementary, 850 for all-day kindergarten without disability, 425 for half-day kindergarten) and caps students at a maximum of 1.2 pupil units for average daily membership calculation.

Effective for revenue in fiscal year 2016 and later.
