Establishes a grant program to build capacity in multicultural and linguistically specific nonprofit organizations to deliver innovative global workforce education programs for high school and adult education students.

Grant recipients must develop curriculum for lifetime skills, global workforce education, training, and leadership development, and may provide technical assistance support for national and federal certifications.

Limits grants to $150,000 per applicant organization per year, with one-third of recipients required to employ individuals or family members of United States military service members or veterans.

Requires grant recipients to be multicultural and multilingual nonprofit service providers with staff members having ties to countries with which the United States and Minnesota have international trade relations.

Appropriates unspecified amounts from the general fund for fiscal years 2016 and 2017, with any unused first-year balance carrying forward to the second year.
