Reduces the project cost threshold triggering MN.IT oversight from $1,000,000 to $100,000 for state agency information technology projects, requiring registration and monitoring of smaller projects.

Restricts the Office of MN.IT Services from entering new contracts to provide services to political subdivisions, effective July 1, 2015, and requires ending existing prohibited contracts as soon as feasible.

Requires the chief information officer to establish criteria for state agency data storage outside MN.IT-operated data centers, including approval thresholds for outside storage requests.

Requires annual reporting by September 1 on total and individual state agency information technology spending, broken down by project type and infrastructure categories including servers, messaging, mainframe, storage, and security.

Lowers the appropriation threshold for IT projects that must be made to the chief information officer from $1,000,000 to $100,000 and requires MN.IT review and approval before funds can be spent.
