Amends Minnesota Statutes section 240A.09 to establish criteria and grant limits for the Minnesota Amateur Sports Commission to award grants for new public ice facilities and renovation projects.

Prioritizes grant applications for indoor air quality improvements (HVAC renovation, zero-emission ice resurfacing equipment) and projects eliminating R-22 refrigerant systems, with grant limits of $200,000 for air quality improvements and $50,000-$400,000 for R-22 elimination depending on cooling system type.

Requires ice center proposals to come from multiple local government units (excludes higher education institutions) and allocates up to 50 percent of prime ice time to female groups, with 50 percent of grants directed to greater Minnesota communities.

Appropriates $5,000,000 from bond proceeds and $5,000,000 from the general fund to the Minnesota Amateur Sports Commission for purposes of the indoor air quality improvements and R-22 elimination programs.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $5,000,000 to fund the appropriations in accordance with Minnesota Statutes sections 16A.631 to 16A.675.
