Establishes electronic transaction requirements for workers' compensation payers and health care providers, including mandatory disclosure of clearinghouse information by January 1, 2016, and electronic submission of medical attachments using ASC X12N 275 standards by July 1, 2016.

Changes inpatient hospital payment methodology from usual and customary charges to 200 percent of Medicare MS-DRG rates effective January 1, 2016, with catastrophic cases exceeding $175,000 paid at 75 percent of usual and customary charges.

Limits insurer requests for documentation and itemization when MS-DRG payment applies, requiring payment within 30 days unless the claim is denied, and restricts postpayment audits to cases with outlier payments.

Requires workers' compensation payers to include patient name and control number on all payments to providers by September 1, 2015, and mandates electronic funds transfer of periodic benefits when requested by employees.

Modifies injury reporting requirements so employers satisfying Occupational Safety and Health Division notification timeframes (fatality within 8 hours, inpatient hospitalization of three or more employees within 24 hours) have satisfied workers' compensation reporting obligations.
