• State agencies may not propose a fee or fine increase exceeding 10 percent in a biennium over the same fee or fine in law at the start of the biennium without legislative approval.

• Fee definition includes charges for goods, services, regulation, licensure, and admission to or use of state-owned public facilities.

• Exemptions apply to inter-agency charges, Minnesota State Colleges and Universities system, charges for private entity use, natural resource leases and land sales, and state park fees established by commissioner's order.

• State auditor must report by January 15, 2017, with a strategic plan ensuring adequate local government oversight, including assessment of audit effectiveness and CPA firm capabilities.

• State auditor must report by January 15, 2017, on costs incurred by Minnesota counties for eligibility determinations and enrollment activities related to the MNsure eligibility technology system.
