$379,000 appropriated in fiscal year 2015 from the general fund to the Board of Animal Health for avian influenza emergency response costs not covered by federal funding, available until June 30, 2016.

Any federal funds received in fiscal years 2015 through 2017 by the commissioner of agriculture or Board of Animal Health for avian influenza response are automatically appropriated in the fiscal year when received.

Commissioner of management and budget must report anticipated federal funds and their intended purpose to the Legislative Advisory Commission before spending, following the urgent federal funds request procedure.

Commissioner of management and budget must report actual federal funds received and their actual use to the Legislative Advisory Commission by January 15, 2018.
