Temporarily exempts commercial poultry producers directly affected by the 2015 highly pathogenic avian influenza outbreak from the $5,000 minimum threshold requirement for farmer-lender mediation.

Exemption applies in calendar years 2015 and 2016 only.

Affected producers must be certified by the commissioner of agriculture to qualify for the exemption.

Removes threshold requirement under Minnesota Statutes sections 336.9-601, 550.365, 559.209, and 582.039 for eligible poultry producers.
