Appropriates $4,000,000 in fiscal year 2015 from the general fund to the commissioner of agriculture as a onetime appropriation available until June 30, 2016.

Compensates Minnesota commercial poultry producers for bird losses ineligible for federal indemnity, limited to birds that contracted highly pathogenic avian influenza and died before USDA confirmed the virus in the producer's flock.

Establishes compensation rates of $15 per turkey in a breeder flock, $5 per turkey in a grower barn (non-breeder), and $2 per chicken.

Authorizes the commissioner to make pro rata adjustments to payment rates if the appropriation is insufficient to compensate all eligible producers at the specified rates.

Requires commercial producers to submit claims in commissioner-prescribed form and allows court review within 60 days of a denial decision, with hearings required within 90 days of petition filing.
