Appropriates $5,000,000 from the general fund to the Minnesota Amateur Sports Commission for ice facility grants under Minnesota Statutes section 240A.09, paragraph (b).

Prioritizes grant applications for indoor air quality improvements in ice arenas and projects that eliminate R-22 refrigerant systems.

Sets maximum grant amounts: $250,000 for new facilities, $200,000 for air quality rehabilitation/renovation, and $50,000-$400,000 for R-22 elimination depending on cooling system type.

Requires ice center proposals to come from multiple local government units (excluding higher education institutions) and to reserve up to 50 percent of prime ice time for female groups.

Directs that to the extent possible, 50 percent of grants be awarded to communities in greater Minnesota, and requires facilities to meet bleacher safety requirements and accommodate family and community skating.
