Eliminates the mandatory five-day waiting period for marriage license issuance in Minnesota by allowing local registrars to issue licenses immediately upon satisfying that no legal impediments exist.

Preserves the ability for district court judges to authorize early license issuance in emergency or extraordinary circumstances through a formal waiver application process.

Reduces the marriage license fee from $115 to $40 for couples who complete at least 12 hours of premarital education provided by licensed ministers, authorized marriage solemnizers, or licensed marriage and family therapists.

Requires premarital education providers to submit a notarized or church-sealed statement confirming completion of education that includes premarital inventory use and communication and conflict management skills instruction.

Maintains provisions regarding civil marriage licenses when section 259.13 applies, allowing applicants to either receive a license without a requested name change or delay issuance pending resolution of the name change request.
