Appropriates $22,055,000 from bond proceeds to the adjutant general for military affairs facility improvements statewide.

Allocates $6,110,000 for asset preservation, life safety improvements, code deficiency corrections, and ADA compliance at military facilities statewide.

Provides $1,420,000 to renovate, furnish, and equip the Owatonna Armory, including potential motor vehicle and equipment storage addition.

Allocates $4,500,000 for construction or renovation of a facility in West St. Paul with design, mechanical, and life safety improvements.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $22,055,000 to fund the appropriations, effective the day following final enactment.
