Appropriates $3,500,000 from bond proceeds fund to the commissioner of human services for a grant to Hennepin County to predesign, design, construct, furnish, and equip expansion and renovation of Perspectives Family Center facility in St. Louis Park

Facility must provide programs and services including supportive housing for homeless women and children, mental and chemical health programs, employment services, academic and nutritional programs for at-risk children, therapeutic early childhood development programs, and safe environments for at-risk children to meet nonresidential parents

Appropriation is contingent on at least an equal amount ($3,500,000) being expended or committed from nonstate sources, with nonstate money spent since May 1, 2015 counting toward this requirement

Authorizes commissioner of management and budget to sell and issue state bonds up to $3,500,000 pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI sections 4 to 7
