• Amends Minnesota Statutes section 3.736 to clarify that loss, damage, or destruction of property of state institution patients or inmates is excluded from state liability except under the new section 3.7381.

• Increases the filing fee for legislative claims from $5 to $8, with successful claimants reimbursed for the fee paid.

• Increases the claim threshold in section 3.739 from $500 to $7,000 for claims related to conditionally released offenders, allowing department settlement up to that amount.
