Modifies MNsure's funding structure by establishing percentage-based retention of premiums from individual and small group health and dental plans sold through MNsure, with rates varying by time period from 1.5 percent to 3.5 percent.

Beginning January 1, 2017, reduces the retention rate to 1.75 percent of premiums, with the rate conditional on MNsure meeting specified operational and technological benchmarks certified by an independent third party.

Establishes performance benchmarks for MNsure including daily EDI 834 data transfer accuracy, automatic enrollment renewals, invoice processing, self-service account changes, timely 1095-A form transmission, and industry-standard call center response times.

Authorizes up to $20,000,000 in cash flow assistance from state funds for fiscal years 2014 and 2015, which must be repaid with interest by June 30, 2015.

Caps total annual collections at no more than 60 percent of funds collected under section 62E.11, subdivision 6, for calendar year 2012, and makes the bill effective July 1, 2016.
