Defines "eyelash extensions" as application, removal, and trimming of threadlike fibers to eyelashes, excluding color agents, straightening agents, bleaching agents, and eyebrow applications.

Creates new "eyelash technician" license category for persons who are not cosmetologists or estheticians and perform only eyelash extension services for compensation.

Modifies continuing education requirements to include eyelash technicians in license renewal obligations and allows board-approved continuing education providers (schools, professional associations, and salons) to offer courses.

Establishes "eyelash extension salon" as a new salon license type and adds eyelash technology services to the definition of "practitioner."

Delays enforcement of eyelash technician provisions until July 1, 2017, and requires educational or training requirements for eyelash technicians to be 14 hours.
