Appropriates $70,255,000 from bond proceeds to the Commissioner of Administration for the second phase of a two-phase renovation and expansion project at the Minnesota Security Hospital at St. Peter Regional Treatment Center.

Funds cover design, construction, furnishing, and equipment for new and remodeled residential, program, activity, and ancillary facilities on the upper campus.

Includes costs for demolition, renovation, new construction, fire and life safety upgrades, building code compliance, HVAC/plumbing/electrical/security system replacement, asbestos abatement, and site work.

Authorizes the Commissioner of Management and Budget to issue state bonds up to $70,255,000 pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
