Department of Public Safety shall issue driver's licenses and Minnesota identification cards with a Purple Heart designation upon request by eligible applicants who pay the required fee.

Applicants for the Purple Heart designation must meet eligibility requirements for a special combat wounded license plate under Minnesota Statutes section 168.123, subdivision 2, paragraph (e).

Commissioner of Public Safety shall consult with interested groups on the design of the Purple Heart designation.

State park permit commissioner shall issue free daily park permits to motor vehicles operated by holders of driver's licenses or identification cards bearing the Purple Heart designation.

Implementation begins January 1, 2016 for park permits; Purple Heart designation on identification cards applies to applications submitted on or after January 1, 2016, or upon implementation of relevant driver and vehicle services information technology system modules, whichever is later.
