Extends eligibility for the graduation incentives program to pupils ages 21-24 who are English learners with interrupted formal education, in addition to pupils under age 21.

Eligible pupils ages 21-24 can participate in both the graduation incentives program and job training and adult education programming under section 124D.231.

Pupils ages 21-24 are funded through the same general education aid mechanism as other eligible pupils under the program.

Appropriates unspecified amount from the general fund to the commissioner of education in fiscal year 2017 for costs incurred under the extended eligibility provision.

Provision is effective for state aid for fiscal year 2017 and later.
