HF 2448 Summary

• Creates a special education tuition reimbursement account in the special revenue fund to pay serving school districts for unreimbursed costs of providing special education to nonresident pupils, effective July 1, 2016.

• Eliminates tuition bill-backs to resident school districts by shifting 80% of unreimbursed special education costs to the new state-funded reimbursement account for fiscal year 2017 and later, with resident districts responsible for only 10%.

• Increases special education excess cost aid percentages from 56% to 63% and from 62% to 70% for fiscal year 2017 and later, reducing the baseline threshold from 7.0% to 3.0% and from 2.5% to 0.0%.

• Raises the special education aid increase limit to $350 for fiscal year 2017 and $100 annually thereafter, up from $80 in fiscal year 2016.

• Appropriates $1,229,706,000 for special education aid in fiscal year 2017, including $145,355,000 for 2016 and $1,084,351,000 for 2017.
