Creates a new Department of Direct Care Services as a state department, effective July 1, 2017, to be headed by a commissioner appointed by the governor.

Transfers responsibility for direct care services including regional treatment centers, community-based services, crisis beds, waivered homes, intermediate care facilities, and day training/habilitation facilities from the Department of Human Services to the new department.

Sets the initial salary for the commissioner of direct care services equal to the commissioner of health's salary, with aggregate costs for the commissioner not exceeding prior Department of Human Services direct care management costs.

Authorizes the Commissioner of Administration to issue reorganization orders to transfer duties from the Department of Human Services, with an exception allowing transfers to the newly created agency despite the one-year existence requirement.

Directs the Revisor of Statutes to prepare conforming statutory changes for the 2017 legislative session to implement the required duty transfers.
