Modifies Metropolitan Council member terms to be staggered by district (districts 1-4 ending in year "4", districts 5-8 in "5", districts 9-12 in "6", districts 13-16 in "7"), with subsequent four-year terms ending the first Monday in January, effective for appointments made on or after January 1, 2019.

Imposes a 12-year term limit for Metropolitan Council members, whether consecutive or non-consecutive.

Requires all Metropolitan Council members to be elected city council members, mayors, or county commissioners, with office becoming vacant if they cease holding such elected position.

Expands the nominating committee from 7 to 13 members, including 6 local elected officials appointed by the Association of Metropolitan Municipalities and 7 county commissioners appointed by respective county boards.

Creates a Blue Ribbon Commission on the Metropolitan Council to study regional government structure, local-regional relationships, and accountability, with commission members appointed from the legislature and public, reporting findings by March 15, 2017, expiring June 30, 2017.
