Board of Teaching must enter into NASDTEC interstate agreements allowing fully certified teachers from other states to transfer certification to Minnesota and receive a five-year continuing license without additional exams or preparation requirements

Board may only enter agreements after determining the other state's teacher licensure requirements have rigor commensurate with Minnesota's requirements

Board may limit interstate agreements to particular content fields or grade levels based on established priorities or identified teacher shortages

School boards may hire teachers under interstate agreements only after advertising the position according to board hiring practices and receiving no qualified applicants

Provision does not apply to out-of-state applicants holding only a provisional teaching license; effective August 1, 2015
