Requires the commissioner to approve requests by municipal utilities and cooperative electric associations to adjust their annual energy-savings goals, while maintaining discretionary approval for public utilities.

Prohibits waste heat recovery converted to electricity from counting toward a utility's or association's annual energy-savings goal, requiring a minimum 1% savings from energy conservation improvements instead.

Allows electric utility infrastructure projects approved under section 216B.1636 to count toward energy-savings goals only in addition to the minimum 1% energy conservation requirement for municipal utilities and cooperative associations.

Maintains the baseline 1.5% annual energy-savings goal based on three-year weather-normalized averages, with provisions for carrying forward excess savings for three calendar years (or five years for infrastructure projects).

Takes effect the day following final enactment.
