• Commissioner of human services must apply for federal waivers under the Affordable Care Act Section 1332 and Social Security Act Section 1115 to expand MinnesotaCare as a basic health program and receive federal matching funds for enrollees with incomes up to 275 percent of federal poverty guidelines.

• Increases MinnesotaCare eligibility income limit from 200 percent to 275 percent of federal poverty guidelines for families with children and single adults without children.

• Establishes tiered cost-sharing structure with actuarial values of 94 percent for incomes up to 200 percent, 87 percent for 200-250 percent, and 73 percent for 250-275 percent of federal poverty guidelines.

• Extends premium scale for enrollees with incomes between 200-275 percent of federal poverty guidelines, with premiums ranging from 4.40 percent of income at 201 percent to 8.83 percent at 275 percent of poverty guidelines.

• Changes take effect January 1, 2017, or upon federal waiver approval, whichever is later.
