Amends Minnesota Statutes to exclude temporary family health care dwellings from the definition of "housing with services establishment" under section 144D.01, subdivision 4

Creates new sections 394.307 and 462.3593 establishing state standards for temporary family health care dwellings, including maximum 300 gross square feet, universal design, R-15 minimum insulation, and transportability by one-ton pickup truck

Requires temporary family health care dwellings to be located on property where the caregiver or relative resides and limited to one occupant per lot with one dwelling maximum per property

Establishes temporary conditional use permit process requiring county or municipal approval within 15 days, with initial permit valid for six months and one renewal available for up to six additional months

Permits counties and municipalities to opt-out of requirements by resolution; charges permitting fees up to $100 for initial permit and $50 for renewal; effective July 1, 2016
