Establishes Minnesota Statutes section 136A.123 to create a state supplemental grant program for TRIO Student Support Services programs that have received federal grants under 20 U.S.C. section 1070a-14.

Directs the commissioner of higher education to distribute supplemental grants to eligible public and private postsecondary institutions by September 1 each year, with grant amounts proportional to the federal grant aid received by each institution.

Permits supplemental grants to support academic advising, tutoring, financial aid counseling, and direct student aid, including extending direct aid beyond students' second year of enrollment, while supplementing rather than replacing existing funds.

Requires institutions to submit annual outcomes reports by October 15 detailing the number of students served, students receiving direct aid, persistence and retention rates, and graduation rates.

Appropriates $5,000,000 from the general fund in fiscal year 2017 to the commissioner of higher education for the supplemental grants program.
