Amends Minnesota Statutes section 124E.05 to modify requirements for charter school authorizers applying to the commissioner.

School district authorizers may now satisfy application requirements by submitting a "statement of assurances" of legal compliance instead of detailed documentation for mission alignment, organizational capacity, and conflict of interest/evaluation requirements.

Requires the commissioner to review authorizer performance every five years using existing department data to minimize duplicate reporting.

Prohibits the commissioner from penalizing authorizers for failing to charter additional schools or for the absence of complaints against their current charter school portfolio.

Both amendments become effective the day following final enactment.
