Reduces Board of Teaching membership from 11 to 7 members appointed by the governor with senate advice and consent, effective January 1, 2019.

Changes board composition to include two teachers from traditional public schools, one teacher from charter schools, one higher education faculty member preparing teachers, one school principal, one school board member, and one public member.

Requires teacher representatives to be currently teaching in Minnesota with at least five years teaching experience, including the two years immediately before nomination and appointment.

Mandates all currently serving Board of Teaching members' terms expire January 1, 2019, when the governor shall appoint new members under the revised composition requirements.

Requires board members to reside in different congressional districts in Minnesota to the extent practicable.
