Establishes the David Dill/Arrowhead Trail system originating at International Falls in Koochiching County and extending southeasterly through the Pelican Lake area to Ely in St. Louis County, then continuing as the David Dill/Taconite Trail easterly to Ely, and finally as the David Dill/Tomahawk Trail southeasterly to Little Marais in Lake County.

Designates the trails for primary use by riders and hikers, integrating with existing Taconite Trail and C. J. Ramstad/Northshore Trail systems in the Arrowhead Region.

Authorizes the commissioner of administration to acquire lands and interests in lands for the Arrowhead Region trails by eminent domain with governor approval, following consultation with the Legislative Advisory Commission.

Appropriates $20,000 in fiscal year 2017 from the natural resources fund to the commissioner of natural resources to design and erect signs marking the David Dill Trail, with $10,000 from the snowmobile trails and enforcement account and $10,000 from the all-terrain vehicle account.
