Appropriates $420,000 in fiscal year 2017 from the general fund to the Commissioner of Public Safety for missing persons initiatives.

Funds two additional permanent positions in the Bureau of Criminal Apprehension: one to increase marketing for the Crime Alert Network and one to support the Missing Persons Clearinghouse ($170,000).

Allocates $50,000 to the Crime Alert Network to increase membership and create additional alert categories.

Provides $200,000 total for law enforcement training on missing persons response and investigation best practices, including $100,000 for a statewide online program and $100,000 for regional and statewide training covering cases involving persons with dementia, traumatic brain injury, Alzheimer's disease, and other mental disabilities.

Repeals Minnesota Statutes 2014, section 299A.61, subdivision 4, which authorized the Commissioner of Public Safety to charge membership fees to Crime Alert Network members.
